Scouts Association of Malaysia, Federal Territory of Kuala Lumpur (Persekutuan Pengakap Malaysia (PPM), Wilayah Persekutuan Kuala Lumpur) is one of the 17 scout states in Malaysia.

It was registered on 26 Sept 1910, although some facts show it started on 15 March 1909, when Kuala Lumpur was still part of Selangor. Victoria Institution was the born place for scouting in Kuala Lumpur by Mr Bennett Eyre Shaw.
Kuala Lumpur City was separated from Selangor State when it became a Federal Territory on 1 February 1974. In 1980, Kuala Lumpur Scouts were separated from the scout state of Selangor. On 27 February 1983, PPM recognized Kuala Lumpur as a scout state on its own, and the certificate was presented on that day at the Castle Camp in Jalan Padang Tembak.
